Boosting resilience and responding to the economic crisis is, of course, a major driving force for the EU enterprise and industry legislative agenda. Therefore, a greater sense of urgency will be placed on supporting Europe’s industrial competitiveness in 2009-10.
Initiatives centred around reducing administrative burdens, stimulating innovation and encouraging sustainable production remain at the forefront of EU policy.
It is also a key time for the future of the Lisbon Strategy, with the publication of a Commission Strategic Report on implementation of the strategy in Member States and in the EU as a whole. This will contain proposals on the approach to the post-2010 strategy.
Scotland Europa is exploring the possibility for forward-thinking work in this area, ahead of the report’s publication in December.
Far-reaching reforms in the financial services sector continue to be proposed and implemented with the aim of rebuilding public confidence and regaining stability following the financial crisis. This is a key focus for us.
Scotland Europa also follows activity on the Enterprise and Better Regulation agenda closely, and will build on past work with our Members to engage in developments in these areas in the future, including:
- The Third Strategic Review of the EU’s better regulation strategy, aiming to streamline EU industrial legislation;
- The review of the EU Action Programme to reduce administrative burdens including new proposals to meet the 25% reduction target by 2012;
- A Commission Communication reporting on measurement of the administrative burden and setting sectoral reduction targets; and
- Implementation of the framework set out in the November 2008 European Economic Recovery Plan providing the Commission’s proposed response to the economic crisis.
