European Agricultural Policy in a Regional Changing Context

The Common Agricultural Policy (CAP) is one of the most relevant budget lines of EU allocating resources for more than 40% of EU total budget. Throughout the course of its history, the CAP has evolved and deeply changed. In the aim at reaching its objectives, it moved to amend the quantitative imbalances between domestic supply and demand. Later it focused on price measures and compensatory grants that ended up creating a complex system of price support measures needing later on a number of further reforms. Despite almost three main reforms the CAP is still under continuous revision. The future of the CAP in the new programming period 2014-2020 is currently uncertain due to a number of features. The EU budget review consultation paper published by the Commission in September 2007 identifies the key challenges for the EU regions: globalisation; demographic change; climate change; and the energy challenge.
Given this scenario, the seminar will provide an overview of the most important aspects of current agricultural and rural development policies in EU under the hat of the challenges above mentioned. The CAP will be introduced by explaining the origins and the process of reforms occurred over the time and based on these features a longer term view will be presented. In particular the Health Check reform occurred in 2008 will be discussed together with public authorities and representatives of the academic world. Also the seminar will provide a unique opportunity to supply a platform of discussion on the future of the CAP and how these challenges can be incorporated in the EU budget for the future programming period 2014-2020. It will be a combined experience between training and discussion forum where the participants are not passive actors but actually part of the discussion.
