Cross Border Healthcare in the EU: Information seminar on the Directive and its impact on healthcare in Scotland -18th November 2008, Edinburgh

The European Commission Directive on cross border healthcare was launched in July of this year and will soon be voted on in the European Parliament. Scotland Europa is hosting an information seminar to help clarify the Directive and its implications. This seminar will explain what the Directive covers and how it will impact on Scotland. We invite Scottish health, patient and professional organisations as well as universities to attend and contribute to the debate. The event coincides with the Scottish Government consultation on the EU cross border healthcare Directive.

EC Public Procurement and Public-Private Partnerships Conference: Manchester Town Hall, 10-11 November 2008

Scotland House Green Week Seminar on Sustainable Industry

In July 2008, the Commission launched new EU proposals on sustainable industry and sustainable consumption and production. Industry has a role to play in meeting the sustainability challenge; through more efficient use of new technologies, raw materials, energy and waste and via product marketing. Scotland Europa hosted a joint Seminar on sustainable industry with the Scottish Government and SEPA during Green Week 2008. Here the European Commission presented an overview of the sustainability package. Case studies were presented from Scottish companies on how industry is already transforming environmental challenges into economic opportunities.

St. Andrew's Week Events

As in previous years a number of events were organised by Scotland Europa and the Scottish Government EU Office over the week beginning 26 November to mark St. Andrew's Day in Brussels.

Glasgow-Edinburgh Collaboration Initiative Event

The first of these events was a lunchtime seminar on 27 November by the Glasgow-Edinburgh Collaboration Initiative on the value of cities working together for success.

'Scotland's Energy Future - Energy Made Better'

On 27 November Scotland Europa member Scottish & Southern Energy (SSE) held a seminar entitled ‘Scotland’s Energy Future – Energy Made Better’ in Scotland House. The event, with participants from a variety of institutions and organisations, was a chance for Scottish and Southern Energy to meet companies, research institutions and others interested in developing innovative projects.

Andrew Hughes Hallett Lunchtime Seminar

On 28 November Scotland Europa was privileged to have Professor Andrew Hughes Hallett delivering a lunchtime seminar on the state of Scotland’s economy. Entitled ‘Going for Growth: Broadening Scotland's comparative advantage in the global economy’, the presentation was a comprehensive and insightful overview of the current state and future of the Scottish economy.

Richard Holloway delivers St. Andrew's Day Lecture

Richard Holloway is a writer and broadcaster and was Bishop of Edinburgh and Primus (Archbishop) of the Scottish Episcopal Church until he stood down in 2000. He is in constant demand as a lecturer and after-dinner speaker. This is of no surprise to those who listened to the lecture on 28 November as he gave a thought-provoking talk on the subject of ‘Where all the ladders start; Scottish Religion and Art - A Marriage Made in Hell?’

Pipes and fiddles for St. Andrew’s Day Concert

On 29 November the Scottish Government EU Office organised an evening of Scots and Gaelic song with pipes and fiddles. The musicians included Catriona Watt, BBC Radio Scotland Young Traditional Musician 2007 and Calum MacCrimmon and Mike Vass. The well-attended event was an occasion for people to enjoy traditional Scottish music, food and drink.

BRELNet eLearning networking between regions event

On 20 November, Scotland Europa together with 20 other Brussels based Regional Offices organised a Lifelong Learning brokerage event focusing on eLearning. The morning session was held in Wales House and a projects' café took place in Scotland House in the afternoon. In particular the projects’ c@fe looked at new learning methodologies and technologies; virtual training and emobility; digital literacy and content production; and innovative language teaching and learning.

Sub Rosa on future of EU rural development and agriculture policy 

On 29 October a Sub Rosa discussion on the future of EU rural development and agriculture policy took place in Aviemore. The Sub Rosa was a high level, European policy discussion sponsored by an informal partnership between the Scottish Government, Scotland Europa and the Highlands and Islands Enterprise.

Maritime Seminar

On 9 October the 'Celtic Connections' seminar took place in Scotland House. It reflected upon the changing face of the maritime economy and considered future economic development in coastal regions in the context of the integrated Maritime policy and wider debates on economic development and sustainability.

The regions which participate in the Celtic Connections Consortium are Wales, Asturias, Brittany, Irish Regions, Norte, Northern Ireland, Scotland, South West UK.

First Minister visits Scotland House

The First Minister, Alex Salmond, and Minister for Europe, External Affairs and Culture, Linda Fabiani, visited Brussels on 11 and 12 July. During his visit, the First Minister addressed key contacts and officials at a reception in Scotland House at which he called for “an era of renewed Scottish internationalism”.

Mr Salmond used his first visit to Brussels as First Minister to meet with four European Commissioners - trade Commissioner Peter Mandelson, budget Commissioner Dalia Grybauskaite, internal market Commissioner Charlie McCreevy and fisheries and maritime affairs Commissioner Joe Borg.

On the afternoon of 12 July, the First Minister attended the commemoration service to mark the 90th anniversary of the Battle of Passchendaele and laid a wreath at the Menin Gate, Ypres. The First Minister said "no family in Scotland was untouched and no community unaffected by the loss of so many young soldiers who died in 1917. The carnage of Passchendaele is a poignant reminder of why the European Institutions were established, to build lasting peace and prosperity on our continent.”

 

Innovating Nation - Delivering Change

On the 27 June the Scottish Innovative Actions Programee, the Scottish Executive and Scotland Europa held an afternoon discussion and reception with key Scottish and other EU partners engaged in Innovation policy and project development.

The discussions provided an opportunity to learn from how different regions are approaching these issues, building on reflections on Scotland's recent experience, through the Scottish Innovative Actions Programme.

BRELNet ICT eLearning Working Group

Scotland Europa and the Brussels based eLearning regional network (BRELNet) organised a working group on ICT eLearning on 16 May to develop structured networking opportunities in Brussels that will introduce practiotioners to new contracts from elsewhere in Europe, with an interest in future learning technologies and technologies for language learning.

Holyrood conference debates Scottish views on future Maritime policy for the EU

The impact on Scotland's seas and coastline of the European Commission's Green Paper on a future Maritime Policy for the EU, was debated at conference held at the Scottish Parliament on Monday 4 December 2006.

Organised by the Scottish Parliament's European and External Relations Committee, in partnership with Scotland Europa, the conference is part of the largest consultation ever undertaken by the European Commission. The Maritime Policy Green Paper was adopted by the European Commission on 7 June 2006. The accompanying consultation is open until 30 June 2007.

Almost 100 MSPs, MEPs, Scotland Europa Members and other Scottish stakeholders attended the event to examine the Commission proposals, entitled 'Towards a future maritime policy for the union: a European vision for the oceans and seas'. The paper sets out a number of areas for debate and consultation in relation to maritime issues. Conference speakers included the head of the European Commission Maritime Policy Task Force, John Richardson and Minister for Environment and Rural Development, Ross Finnie MSP.

Scotland Europa will deliver follow up activities on the EU consultation in early 2007, including a report of the Holyrood conference which will be available online shortly.

Scotland Europa Members' Meeting on Territorial Cooperation, 7 and 10 November 2006

Scotland Europa, in collaboration with our Members East and West of Scotland European Consortia, held workshops on 7 and 10 November to discuss Scottish participation in the future EU Territorial Cooperation programmes. Entitled "New Approaches, New Ideas, and Learning Together: European Funding Opportunities for Territorial Cooperation", the workshops were organised with the aim of increasing Scottish engagement in Territorial Cooperation Programmes in the 2007 - 2013 period.

EU launch of the Dundee UNESCO Centre for Water Law, POlicy and Science in Scotland House

A pioneering UNESCO Centre in Dundee, Scotland, aimed at ensuring fair distribution of the world’s increasingly in-demand water supplies, was formally launched in Scotland House on 28th November 2006.

The UNESCO Centre for Water Law, Policy and Science at the University of Dundee is the first centre in the world dedicated to developing legal frameworks to help address the pressing problems related to the management of the world’s water resources.

The launch event took place at Scotland House, with senior figures from the European institutions, diplomatic missions and international organizations in attendance. The event was hosted by Sir Alan Langlands, Principal of the University of Dundee, and HE Tim Craddock, the UK Ambassador to UNESCO.

The centre is already engaged in projects around the world, developing frameworks for the effective management of water resources, training a new generation of `water leaders’, and linking scientists, policymakers and lawyers. At the heart of the Centre’s aims is the goal of ensuring all the world’s people have fair and equitable access to water.
