Sub Rosa

'Sub Rosa' is a Latin term meaning "Under the Rose" taken from the practice of diplomacy during the Middle Ages when hanging a rose over a meeting was a sign of confidentiality and the freedom to speak openly and candidly.

'Sub Rosa' is a confidential, high level, European policy discussion forum sponsored by an informal partnership between the Scottish Executive and the two government Development Agencies for Scotland - Scottish Enterprise and Highlands and Islands Enterprise.

The exercise is intended as a Scotland-led contribution to the EU policy formulation process. The aim is to provide a facility where senior European Commission officials could have an opportunity - in a totally confidential setting - to exchange views with, and receive ideas from, key academics and practitioners selected from a wide range of Member States and regions.

  • Sub Rosa 2007 - Scenarios for Rural Europe

The Sub Rosa Discussion on 9 - 10 March 2007 at the 'Scenarios for Rural Europe: the Future of Agriculture Policy' conference focused on four themes relevant to the upcoming changes to the CAP: Environment, Cohesion, Globalisation and Consumers.

A discussion paper was produced by an independent consultant firm, Pareto Consulting to help focus the debate. Following the Sub Rosa discussions conclusions of the event were incorporated in the final paper, which is available on the Scottish Executive website.

 

  • Regional Policies after 2006

The first 'Sub Rosa' took place in September 2000 and examined 'European Regional Policy after Enlargement'. The second event took place in June 2003 under the title 'Regional Policies after 2006 - complementarity or conflict?'

  • Subsidiarity

On 27 April 2004, a Sub Rosa discussion forum was held to inform the debate on subsidiarity in light of the draft Constitutional Treaty.

Participants included officials from the European Commission, the Council, the European Parliament, the Committee of the Regions, the European Court of Justice, the Council of Europe, national governments, Brussels Offices of regions represented in the Association of regions with Legislative Powers (REGLEG), representatives of local and regional authorities and academics.

  • Better Regulation

Held on 22 October 2004, this seminar examined the use of the Commission's new consultation arrangements and ways of ensuring that impact assessments on new legislative proposals are as useful as possible.

A discussion paper prepared by a team of academics from Glasgow and Edinburgh Universities provided the basis for the seminar.

  • Better Regulation - Clarity and Transparency

On 1 December 2005 a further Sub Rosa discussion took place on the clarity and transparency of EU legislation and its effects on businesses, in particular SMEs.
