Special Paper – 2030 EU climate and energy framework

The European Commission’s Directorate-Generals for Climate Action and Energy opened a stakeholder consultation between March and July 2013 on a future EU policy framework for climate change and energy for 2030.

The exercise aims to inform concrete policy and legal proposals expected from the Commission by the end of 2013, which may set in place new targets for 2030 on emissions, renewable energy and/or energy efficiency.

This Scotland Europa paper was submitted to the Commission in response to the key issues raised in its accompanying Green Paper. The paper incorporates views from a range of our Member organisations, in particular those who participated in the Scotland Europa workshop on this subject held at the Edinburgh Centre for Carbon Innovation on 12 July 2013.
